I would consider use of the florin for f-stop to be a hack. It's just an italic f, but the italic f in most fonts doesn't look the way people thought it should for this particular use. Inst…6 -

I suppose you could use it to vary the height of the small caps, for example going from the x-height to nearly as tall as the caps. You'd still have to implement them using the {smcp} feature.1 -
